In the last sheet of the Abstract showing the
differences between the Estimates of Expenditure for 1915 and 1916 headed "Recapitulation", you will see that while the increases due to the creation of new posts and to increases of salaries amount to $35,064, the decreases resulting from abolition of posts and from reduction of salaries on new appointments total £59,913,

The principal items in the nature of "Special Expenditure" which require your sanction are A1,714 for Dental Instruments and Furniture for the Government Civil
Hospital, for which explanation is given in Appendix III to the Estimates; 84,000 under the Sanitary Department to permit of a continuance of the policy of the removal of ceilings as a plague- -preventive measure; and the re-vote of $1,250 for the purchase of two four-wheeled water-carts.

Under Miscellaneous Services" the estimate
of expenditure for next year is 8201,027 in excess of that for the current year, due entirely to charges on account of the war, which amount in all to #210,200. This sum includes the cost of maintaining the 76 Military prisoners brought here from Tsingtau, which formed the subject of my Despatch of the 30th. September, 1915. The 890,000 inserted for "Other Items of Expenditure is based on the actual expenditure for eight months in 1915 as
